Background The Cook Islands where first discovered in 1770 by Captain Cook. In 1888, the islands becamea British protectorate. Administrative control of the Cook Islands was transffered to New Zealand in 1900. In 1965 the residents chose to self govern themselves with free assosciation with New Zealand. The islands are located between Hawaii and New Zealand in the South Pacific Ocean. The islands climate is tropical and moderedated by trade winds. The Cook Island goverment is fully responsible for all internal affairs. However, New Zealand is still responsble for all external affairs. The legal system is based on New Zealand law and English common law. Most of the countries econmoic development is slowed from the isolation of the country from other markets.
